A TPA sits there hoping the person doing the shooting doesn't miss ;-)
The target practice assistant holds a target (bull's eye?) up over their head -- you know, target practice.
I tried the link too (it was via New Yorkish) and it seems they're working on their server.

I see the picture now. Holy crap! I guess the thought of hanging the target off of something rather than having a live person hold it never occurred to anyone...
